Observation

The licensor interviewed 5 staff and volunteers that observed the incident. Each staff member described seeing the child restrained, for at least 5 minutes. The understood reason for the restraint was the child didn’t want to sit at the lunch table when told and was pulling toys off the shelves. There was no danger to the children or staff. For these reasons, the violation is likely valid.
